A Number Of Impaired Charges Laid In Clarence-Rockland Last Week

 

During the week of June 3 through to June 9, 2019, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to 276 calls for service. The calls for service included:

 

Traffic complaint leads to impaired charges

On June 6, 2019, shortly before 12:15 a.m., Russell County OPP officers responded to a traffic complaint on County Road 17, in Rockland, Ontario resulting with an Ontario driver being arrested.

During the investigation, the officer utilized the Approved Screening Device (ASD).

As a result of the investigation, Alein BERTRAND, 48-years-old, from Ottawa, Ontario was charged with:

• Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and

• Operation while impaired – alcohol and drugs CC 320.14(1)(a)

The accused received a 90 day driver’s license suspension and the vehicle was also impounded for seven days.

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on June 26, 2019.

 

Male charged for driving while impaired by cannabis

On June 4, 2019 at approximately 11:45 p.m., a Russell County OPP officer was conducting general duties and came across a vehicle parked in the back of a business parking lot on County Road 17 in Rockland, Ontario.

During the investigation, the officer performed the Standardized Field Sobriety Test (SFST). The driver was then evaluated by a Drug Recognition Expert (DRE).

As a result of the investigation, Dominik BOURGEOIS, 18-years-old, from Rockland, Ontario was arrested and charged with:

• Operation while impaired – blood drug concentration CC 320.14(1)(c);

• Have care or control of vehicle or boat with cannabis readily available CCA2017 12(1);

• Person under 19 years – possess cannabis CCA2017 10(1) and

• Person under 19 years – consume cannabis CCA2017 10(1)

The accused received a 90 day driver’s license suspension and the vehicle was also impounded for seven days.

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on June 26, 2019.

 

Traffic complaint leads to impaired charges

On June 7, 2019, shortly after 12:00 a.m., Russell County OPP officers responded to a traffic complaint on Bouvier Road, in the City of Clarence-Rockland, Ontario resulting with an Ontario driver being arrested.

During the investigation, the officers determined that the male had been consuming alcohol and was impaired.

As a result of the investigation, Richard LAHAIE, 44-years-old, from the City of Clarence-Rockland, Ontario was charged with:

• Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b);

• Operation while prohibited CC 320.18;

• Obstruct Peace Officer CC 129(a) and

• Driving while under suspension HTA 53(1)

The accused received a 90 day driver’s license suspension and the vehicle was also impounded for seven days.

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on July 10, 2019.

 

Male charged with driving while impaired by alcohol

On June 8, 2019, at approximately 3:00 a.m., Russell County OPP were conducting a RIDE Program on County Road 17, in Rockland, Ontario resulting with an Ontario driver being arrested.

During the investigation, one of the officers utilized the ASD.

As a result of the investigation, Paul Meya MBISA, 54-years-old, from Rockland, Ontario was charged with:

• Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and

• Operation while impaired – alcohol and drugs CC 320.14(1)(a)

The accused received a 90 day driver’s license suspension and the vehicle was also impounded for seven days.

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on June 26, 2019.

 

Motor vehicle collision leads to impaired charges

On June 8, 2019 at approximately 8:30 a.m., Russell County OPP officers responded to a single vehicle collision on Des Pins Street in The Nation Municipality, Ontario where a young person was arrested.

During the investigation, the officers performed the SFST. The driver was then evaluated by a DRE.

As a result of the investigation, a 16-year-old female, from The Nation Municipality, Ontario was arrested and charged with:

• Operation while impaired – combined blood alcohol and blood drug concentration CC 320.14(1)(d);

• No driver’s licence HTA Reg 316 18(1) and

• Have care or control of vehicle or boat with cannabis readily available CCA2017 12(1)

The accused received a 90 day driver’s license suspension.

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal on July 4, 2019.
