Impaired & Stunt Driving Charges Laid In Our Region

During the week of May 11 to May 17, 2020, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to 264 calls for service. These included:

Motorists charged with impaired

 On May 14, 2020, shortly before 5:15 p.m., Russell County OPP officers responded to a traffic complaint on County Road 17 in Rockland, resulting with an Ontario d river being arrested.

 Krista Deborah Lois BULLIS, 32-years-old, from Rockland, Ontario was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a)

On May 17, 2020, shortly before 2:45 a.m., a Russell County OPP officer was conducting traffic enforcement on Joanisse Road in the City of Clarence-Rockland where an Ontario driver was arrested. The officer utilized an Approved Screening Device (ASD) on the driver.

 As a result of the investigation, Tyler Blake MCQUAID, 25-years-old, from Ottawa, Ontario, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

Both motorists received a 90 day driver’s license suspension and the vehi cles were also impounded for seven days.

The motorists are scheduled to appear in the Ontario Court of Justice in L’Orignal on July 22, 2020.



Stunt driving charges

On May 12, 2020, shortly after 8:00 p.m., a Russell County OPP officer was conducting stationary radar enforcement on Route 500 West in The Nation Township. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 133 km/h in a posted speed limit of 80 km/h.

As a result of the investigation, an 18-year-old, from Embrun, Ontario was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1)


On May 13, 2020, shortly after 7:30 a.m., a Russell County OPP officer was conducting moving radar enforcement on Eadie Road in Russell, Ontario. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 146 km/h in a posted speed limit of 50 km/h.

As a result of the investigation, a 17-year old, from Kenmore, Ontario was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1)


On May 16, 2020, at 10:00 p.m., a Russell County OPP officer was conducting radar enforcement on St-Guillaume Road in Embrun. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 110 km/h in a posted 50 km/h zone.

As a result of the investigation a 45-year-old, from Cantley, Quebec was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1) 


The motorists received a seven day driver’s license suspension and their vehicles were also impounded for seven days.
