According to Environment Canada, precipitation over the past three months was 60-76% below normal. Water and fire bans are in place across Prescott-Russell. The City of Clarence-Rockland is enforcing its own water conservation by-law. Mechanical sprinklers are allowed on Tuesday, Thursdays and Saturdays for odd-numbered houses between 8 p.m. and 10 p.m., while Mondays, Wednesdays and Fridays are for even-numbered houses between the same times. Those not respecting the by-law could be subject to a $150 fine. Russell has both issued a water restriction advisory and a fire ban. All types of watering, mechanical and manual, is prohibited as well as using a pressure washer to clean driveways. All types of fires are prohibited. The restrictions are across the municipality for those serviced by municipal water systems.



Shortly before 2:00 yesterday afternoon OPP responded to a serious  collision on the 17 in the City of Clarence-Rockland. Four vehicles were involved and one driver was transported to hospital with serious injuries. County Road 17  was closed  for several hours from Canaan Road to Carmen Bergeron Street  but has since reopened.



Police say a 50-year-old man is facing charges after a Kingston couple found a stranger sitting at their kitchen table. Investigators say the residents heard a noise on Wednesday afternoon and discovered the man, who then got up and started going through drawers. It’s alleged the man then took a chair and went out to sit on the front porch, but left before officers arrived. Police say a suspect was located a short distance away is charged with unlawfully being in a dwelling and breach recognizance.



Prime Minister Justin Trudeau is back in Ottawa, fresh from the NATO Summit where he said Canada has re-committed to moving toward a 2014 vow to devote two per cent of G-D-P to military spending by 2024. His former foreign policy adviser, University of Ottawa professor Roland Paris, was left unimpressed with U-S President Donald Trump’s approach to getting more money out of NATO allies for defence spending. Paris says Trump’s behaviour could pose a danger to the alliance, whose very strength rests on unity.
